U.S. Treasury reporting rates of exchange

U.S. Treasury Reporting Rates of Exchange (quarterly)

The official quarterly rates U.S. government agencies use to convert foreign-currency assets and transactions into dollars for financial reporting. Each value is units of foreign currency per one U.S. dollar — not a live market rate.

As of 2026-09-30 (quarterly rate)

Brazil-Real — quarterly Treasury rate history

Every quarter since 2001-03-31 (103 quarters). Values are units of Brazil-Real per one U.S. dollar; a positive change means the currency weakened against the dollar.

Trends of the Treasury's quarterly reporting rates (foreign-currency units per one U.S. dollar). A rising value means a stronger dollar and a weaker currency.

How to read

Each rate is the amount of foreign currency equal to one U.S. dollar (e.g., Japan-Yen 157.09 means ¥157.09 = $1). These are the official quarterly Treasury Reporting Rates of Exchange that U.S. government agencies use to convert foreign-currency amounts into dollars for financial reporting — not live market rates. They are set as of the quarter-end and hold for the quarter; use them to read U.S. government figures consistently, not for trading.

Year-end (December 31) rates

Treasury rates on December 31 of each year for major currencies (units per one U.S. dollar). U.S. tax reporting (Form 8938, FBAR) refers to the Treasury rate on the last day of the year — see the FAQ below. Click a currency for its full quarterly history.

FAQ

What are these rates? How do they differ from market rates?
They are the U.S. Treasury Reporting Rates of Exchange — the official rates U.S. government agencies use to convert foreign-currency assets and transactions into dollars for financial reporting. They are set each quarter and applied uniformly for that quarter, unlike live bank or market rates.
How do I read a rate?
Each value is units of foreign currency per one U.S. dollar. For example, Japan-Yen 157.09 means $1 = ¥157.09. A larger number means the currency is weaker against the dollar (more units needed).
Which rate do Form 8938 and the FBAR use?
Both point to these Treasury rates as of the last day of the year. IRS regulations for Form 8938 (26 CFR 1.6038D-5) call for the Bureau of the Fiscal Service rate on the last day of the taxable year, and FinCEN's FBAR instructions call for the Treasury rate on the last day of the calendar year. The latest year-end date is 2025-12-31 — see the year-end (December 31) table on this page. If no Treasury rate exists for a currency, another publicly available rate may be used with its source disclosed. Check the current official instructions before filing; this page is not tax advice.
What are they good for?
For reading U.S. government figures involving foreign currency (budgets, contracts, aid) consistently in dollar terms. For actual transactions (investing, remittance), use the market rate at the time of the transaction.
How often are they updated, and what is the source?
Quarterly (end of March, June, September, December). The source is the official U.S. Treasury Fiscal Data API (public domain).
