The U.S. International Trade Commission (USITC) is the independent agency that conducts trade and tariff investigations and intellectual-property cases — separate from the Commerce Department and USTR, which handle trade policy.
It investigates injury from dumping and subsidies (the injury findings behind antidumping and countervailing duties) and import bans on patent-infringing goods (Section 337 cases). As a neutral fact-finder, it influences the outcome of trade and IP disputes.
