The claim that small AI businesses should be supported gets repeated, but what specifically stands in the way differs by field and by stage of the business. The cost of compute, access to data, conformance to standards, people. Rather than deciding the content of support first, this bill begins by studying the problem.

Involving both NIST and the SBA reads as recognizing two sides to the problem. Conformance to standards and technical evaluation belong to NIST; whether a business can stand up and raise money belongs to the SBA. What small AI businesses face straddles both.

3The restrained form of authorizing a study

What the bill provides for is a study, not a support program or a regulation. Across the bills this site covers, the pattern of studying before deciding recurs — establishing a task force, directing the Comptroller General to study, requiring a pilot. It is the realistic option available to a legislature while the technology moves fast and no consensus exists on what to do.
